Since 2024, the written test has been part of most external competitions for positions in the European institutions. It is held remotely, on a computer, on the same day as the reasoning tests and the field-related test.
For this test, candidates usually gain access to background documents around two weeks before the exam via the EU Careers website. However, the specific instructions are only revealed on the day of the test. The duration is typically around 40 minutes (please check the notice of your competition to know the exact duration), so it is strongly recommended to study the documents in advance. This will help you understand the key topics and quickly locate relevant information during the exam.
The written test assesses one single competency: your communication skills. In the EPSO competency framework, this is defined as the ability to “communicate clearly and precisely, engage effectively with others, and build consensus.” You are expected to write in a clear and concise manner while constructing a well-reasoned argument that takes into account the views of all relevant stakeholders.
Importantly, the test does not assess your subject-matter knowledge. Most of the answers can be found in the provided materials. Therefore, success depends primarily on having a solid methodology for analysing the documents and writing a structured response.
Our online course on the written test offers essential insights and a step-by-step methodology to help you prepare with confidence.
We also recommend the ORSEU book “Case Study for European Institution Competitions”. This book provides a detailed methodology, a complete sample case study, and practical advice on how to prioritise and analyse documents, build a structured outline, and write in a clear and effective style.
